Likely from Asia. A metal mould for latex condoms. This would have been placed on a machine runner alongside many others just like it, in a long running line and then dipped into latex before cooling and rolling off, ready for packing. 
 
Perfect for mounting (ooer) to a base, I mean. a real industrial statement for a room 
 
Fun fact - whilst condoms have been around for thousands of years in all their forms, it wasn’t until 1839 when Charles Goodyear created the vulcanised “rubber” we’re all familiar with today.
